For your consideration is a throttle governed carburetor for Hercules or Economy 3-1/2hp throttle governed engine. The throttle butterfly turns, it’s a little stiff but should free up better in a little time. The 2x 3/8″ mounting bolt holes are 2-5/16″ on center. It’s in original patina. All 3 fuel needles turn, the compensater in the intake is spring loaded.
