This is a pretty decent original small size cast iron wheeled cart for a hit and miss gas engine. It was made by Electric Wheel Company and used under engines from several makers including Hercules and Economy. It is in good overall condition but does have a repaired wheel and another with some chips out of it. It works the way it should and wheels are findable and reproduced if you choose to replace them. There are no other cracks, breaks, or repairs that I can see or know of It has the original handle on it as can be seen. It needs a little straightening but this should be straightforward. The wheels are 2 x 9 inches and the rails are 7 1/4 x 33 inches on the outsides. This could easily be changed to accommodate your engine. The cart rolls as it should. These original carts are quite tough to find in the wild or even at shows and they make moving your engine so much easier!
